Problem statement : The Kasturba Gandhi Balika Vidyalaya (KGBV) scheme launched by the Government of India in August, 2004 is sanctioned in the blocks where the gender gap is above the national average and female literacy is below the national average. Those blocks are selected where more than 500 girls (10 to 14 years of age) are either out of school (drop out and never enrolled) and irregular (more than 6 months). 75percent of the targeted girls belong to schedule caste, schedule tribes, minority communities and other backward class communities and 25percent girls from the families who are living below the poverty line. The identified girls are enrolled in the class 6 to 8 according to their age as prescribed in RTE Act 2009 and/ MHRD Guideline. In Gujarat, at present there are total 3 Models are operational under SSA. • Model-I (100 girls residential school), • Model-II (50 girls residential school), • Model-III (Only residential facility for 50 girls) Gujarat Government initiatives: • Out of total 143 KGBVs 89 KGBVs are operational in Educationally Backward Blocks (EBBs) sanctioned by MHRD, Government of India and 6313 girls are enrolled. • 54 KGBVs are operational with 100percent assistance from State Government and 1733 girls are enrolled. • 59 KGBVs upgraded to secondary level with residential facilities with 100percent financial assistance from State Government and 2570 girls are enrolled Std- 9 & 10.
Proposed solution : KGBVs are facilitated by Government with minimum required facilities as per model. These residential schools are different from other government schools. However, KGBVs could be enhanced in so much areas as under: • Library for KGBV girls & teachers • Maths-Science Kit • Standardizing processes for governance, management, capacity building of staff, community engagement etc. • Modernization of kitchen • Implementation of Meenani duniya programme an innovative programme for social and behavioral change amongst elementary school children & teachers and inculcating a healthy value system in them • Support for enhancing physical facilities and facilitating co-curricular activities • Safe and effective Menstrual Hygiene Management
