Problem statement : Under the able leadership of Shri Narendra Modi, Gujarat government had launched several programs — Kanya Kelavani and Shala Praveshotsav, Gunotsav and Pragna — to improve the standard of education in government schools. These initiatives have improved the situation considerably, but still more needs to be done when it comes to learning outcomes at primary school level. Having identified urgent need to develop leadership capabilities of education officials to solve challenges of education system, Education department has signed an MoU with Kaivalya Education Foundation (KEF) and consititued a PMU for diagonising and designing a leadership development roadmap. Well-equipped leaders at each level can ensure that the institutions they lead function in consonance with the responsibilities endowed on them. Leadership abilities of officials will play a key role in institutionalizing systems and processes through which policy vision could be translated into practice. Role-specific skill building of leadership is required at each implementation level and across education value chain.
Proposed solution : With 99 percent enrolment being achieved, much needs to be done for improving learning outcomes in government schools. We propose developing and strengthening, student centric and outcome focused system, from state to school level for substantial transformation in quality of education in government primary schools
