Problem statement : • For the last many decades, the conditions of Government Schools in Manipur have been relatively poor as compared to Private schools. Despite recruitments of qualified and trained teachers and also provision of free and compulsory education, the Govt. schools couldn’t rise from its degraded status. One of the main reasons behind this is the condition of the school buildings which are in dilapidated conditions as most of the schools were constructed in the early 20th century. All the futile attempts of the govt to attract the students in govt schools failed as no provision for school beautification or major repairing were provided. Due to lack of motivational factors, the qualified teachers also couldn’t perform at their level best and hence the uplift of their enthusiasm and zeal to perform was very much needed to make the Govt schools successful. • Taking the above mentioned issues in mind, SSA Manipur under the supervision and direction of the State Project Director remodelled the Training module on “Behavioural Change” so as to achieve concrete and visible outcomes of the training towards improving Govt. schools in Manipur. • Two topics viz, “Green School and School Culture” were chosen which also involves bringing attitudinal change of the teachers. It was an activity based training where apart from the classroom transaction some hands-on activities were also conducted by the master trainers and the trainees. Apart from that, the office also aimed for sustainability of the activities that were conducted. • Forty four schools and forty four teachers from different Government schools of Imphal West were selected as training centres and master trainers, respectively. • One of the important features of this training was that it was conducted after completion of the classes (from 1pm to 4pm) in the schools. In this way the school working hours were not affected.
Proposed solution : Problem Statement 1. Green School is a very new concept in the school education sector in the state. There is lack of expertise in this field in Manipur. The training was mainly conducted by Master Trainers who are teachers only, and they gained their knowledge in this field mainly by doing certain activities in their own schools. So the training was more of practical and less theoretical. Even though at the end of the training we could see visible and tangible results, the need for improvement is always there. 2. The fund for this training was utilized from the teacher’s training fund of SSA, earmarked by MHRD. So, the team had to conduct the training with certain limitations, in order to stick to the norms. 3. Only 44 schools could be covered and the programme could be conducted for only 5 days in the schools due to lack of resources. Proposed Solution 4. Proper training of the selected master trainers, both at National and International institutions regarding the Green School and School Culture theme (e.g. Green School Bali, Centre for Green School US, etc) 5. Separate programme for Green School and School Culture and with certain flexible norms. 6. Provision for Financial and Human Resources.
